dc.description.abstractThe study sought to analyse the role of POTRAZ in the regulation of telecommunications regulations vis-à-vis international best practices. Telecommunications play a pivotal role in a modern society which is characterized by new technological advancements on a daily basis. It is also a major contributor in economic development especially in Zimbabwe thus there is need to ensure that the regulatory authority complies with international requirements so as to aid economic development and also preserve the freedom of expression. The study argues that the Postal and Telecommunications Act stifles the role of POTRAZ since it grants a lot of power to the Minister who overly interferes with its functions. It is further argued that the appointment process, financial funding and lack of execution mandate by POTRAZ cripples its role in telecommunications regulations thus directly affecting its independence as prescribed in terms of international law. A comparative analysis with South Africa clearly shows that POTRAZ falls short of international telecommunications best practices. The study was also exploratory as it came up with insightful recommendations mainly that there be a revision of the Act to ensure compliance and guarantee the independence of POTRAZ for it to function effectively.en_US
